Jack,
Those that get better in the City than on the highway are hybrids. Hybrids use braking to regenerate charge in the battery and therefore increase the mileage when there is a lot of braking. That is why they get better in the city.

The Escape gets an overhaul for the 2013 model. The styling is quite different now and gas mileage for the non hybrid model is improved as well.
